THE CONDITION OF MUSLIMS IN THE PHILIPPINES
The Conference:
Having reviewed the condition of Muslims in the Philippines and the information it has received from the Secretary General;
Expresses serious concern over the plight of Muslims living in the Philippines; and
Deems it necessary to seek the good offices of the Government of the Philippines to guarantee the safety and property of the Muslims there as citizens of that country. Their problems should be thoroughly considered and satisfactory solutions thereof should be worked out immediately;
The Conference requests the Secretary General to contact the Philipino government in this respect and to report the outcome of this contact to member states.

THE PROBLEM OF MUSLIMS IN THE PHILIPPINES
The Fourth Islamic Conference of Foreign Ministers meeting in Benghazi, L.A.R. from 19-21 Safar, 1393 H (24-26 March, 1973
HAVING discussed the situation of Muslims in the Philippines and the reported persecution and genocide campaigns directed against them, in contravention of the UN Declaration on Human Rights and the UN Charter:
AWARE of the fact that the problem is full of complications the more so as it concerns the internal affairs of an independent sovereign state;
HAVING studied the report presented by the Libyan Arab Republic as well as the report drawn up by the Secretary General on the matter in implementation of Resolution No: 12 adopted by the Third Islamic Conference of Foreign Ministers held in Jeddah, 1972, and the report submitted by the State of Kuwait;
CONSIDERING the gravity of the situation;
1. EXPRESSES deep concern over the reported repression and mass extermination of Muslims in South Philippines and urges the Philippine government to halt these operations immediately;
2. URGES the creation of a Fund to help Muslims in South Philippines which would be financed by Muslim governments as they deem fit, while organizing a fundraising campaign at the popular level in Islamic countries for the Filipino Muslims;
3. CALLS ON the government of the Philippines to take prompt measures to provide protection and security for Muslims, to repatriate the refugees to their homes and to halt organized Christian migration from the North;
4. APPEALS to peace-loving states, religious and international authorities to use their good offices with the Philippines government in order to halt the campaigns of violence against the Muslim community in the Philippines and ensure their safety and the basic liberties guaranteed by the Universal Declaration on Human Rights and their country's Constitution;
5. DECIDES to send a delegation composed of the Foreign Ministers of the following states to the Philippines to discuss with its government the condition of Muslims there;
The Libyan Arab Republic, the Kingdom of Saudi Arabia, the Republic of Senegal and the Republic of Somalia;
The Mission should be undertaken within 3 months and Member States of the Conference should be informed of the results achieved. The Conference requests as well as the Governments of Indonesia and Malaysia to exert their good offices for the same purpose within the framework of ASEAN;
The Conference also considers that diplomatic efforts should be exerted with international religious institutions and authorities. Such efforts should be coordinated by the Secretary General in the light of preparatory contacts of which he will be informed.

PREAMBLE:
1. RECALLING resolution No.4 adopted by the Fourth Islamic Conference of Foreign Ministers held in Benghazi in March 1973;
2. HAVING CONSIDERED the report submitted by the Special Mission composed of the Foreign Ministers of Libya, Saudi Arabia, Senegal and Somalia pursuant to Resolution No.4 adopted by the Fourth Islamic Conference of Foreign Ministers in Benghazi;
3. EXPRESSING deep appreciation of the efforts of the above mentioned Special Mission:
4. CONSCIOUS of the complexity of the problem as it relates to an independent and sovereign state but at the same time concerned at the tragic conditions of the Filipino Muslims:
OPERATIVE:
1. EXPRESSES its deep and continuing anxiety over the situation prevailing among the Filipino Muslims and in Southern Philippines;
2. CALLS UPON the Philippines Government to desist from all measures which result in the killing of Muslims and the destruction of their properties and places of worship in Southern Philippines;
3. TAKES NOTE of the steps taken by the Philippines Government to improve the conditions of Muslims, but is convinced that the socio-economic measures proposed by the Philippines Government will not by themselves solve the problems;
4. URGES the Philippines Government to find a political and peaceful solution through negotiation with Muslim leaders, particularly with the representatives of the Moro National Liberation Front in order to arrive at a just solution to the plight of the Filipino Muslims within the framework of the national sovereignty and territorial integrity of the Philippines;
5. CALLS ON the Philippines Government to create the necessary climate of confidence for a real and just solution by immediately desisting from military operations, and by adopting prompt measures that would provide protection and security for the Muslims, repatriating refugees to their homes and halting organized Christian migration from the North;
6. APPEALS to peace loving states and religious international authorities, while recognizing the problem as an internal problem with the Philippines Government to ensure the safety of Filipino Muslims and the preservation of their liberties in accordance with the Universal Declaration on Human Rights;
7. DECIDES to establish a body to be called the Filippino Muslim Welfare and Relief Agency for the purpose of extending welfare and relief aid direct to Muslims in Southern Philippines so as to ameliorate their conditions and enhance their social and economic well-being provided the Agency should be financed by the Islamic Fund and controlled by the Council of the Solidarity Fund;
8. APPEALS to member states and others to contribute generously in cash or in kind to the Agency for immediate relief purposes;
9. REQUESTS the Secretary General in consultation with the four Foreign Ministers to take steps to discuss with the Philippines Government the modalities and terms of cooperation in the functioning of the Agency;
10. DECIDES to maintain the Special Mission of Foreign Ministers established in pursuance of Resolution No.4 of the Fourth Islamic Conference of Foreign Ministers for the purpose of following up this question;
11. DECIDES to review this subject again at the next Islamic Conference of Foreign Ministers;
12. REQUESTS the Secretary-General to communicate this Resolution to the Philippines Government.

NEGOTIATIONS BETWEEN THE MORO LIBERATION FRONT
AND THE GOVERNMENT OF THE PHILIPPINES
The Sixth Islamic Conference of Foreign Ministers meeting in Jeddah, Kingdom of Saudi Arabia, from 3-6 Rajab. 1395 H. (12-15 July, 1975)
HAVING EXAMINED the plan of action prepared by the Committee of Four which is composed of the Foreign Ministers of the Republic of Senegal, the Kingdom of Saudi Arabia, the Libyan Arab Republic and the Democratic Republic of Somalia, in accordance with Resolution 4 of the Fourth Islamic Conference and in pursuance of Resolution 5 of the Fifth Islamic Conference;
EXPRESSES its satisfaction at the efforts of the Ministerial Committee of Four and those of the Secretary General of the Islamic Conference, and decides that the Committee should pursue its appointed tasks in accordance with its terms of reference until such time as complete agreement is reached between the Government of the Philippines and the Moro Liberation Front;
APPROVES the plan of action repaired by the Ministerial Committee of Four and considers that this plan is the fundamental basis for any settlement of the problem, in such manner as would be in keeping with Muslim objectives of autonomy within the territorial integrity of the Philippines, in accordance with Resolution 18 of the Fifth Islamic Conference of Kuala Lumpur;
NOTES WITH SATISFACTION that the Moro Liberation Front has agreed to the plan of action submitted as the fundamental basis for negotiations and expresses satisfaction at the initiative of the Government of the Philippines to accept autonomy for Muslim Mindanao, Basilan, Soulo and Balwan;
ENTRUSTS the Ministerial Committee of Four and the Secretary General with the task of contacting the Government of the Philippines to invite them to the negotiations on the basis of the before mentioned plan of action, in a manner designed to secure agreement on all aspects of autonomy for the Muslim in the South of the Philippines, ensuring peace and security to them and guaranteeing all their legitimate rights, while at the same time preserving the territorial integrity of the Philippines, thus enabling the Government of the latter to exert all its efforts in the service of the people as a whole;
REQUESTS the Secretary General in consultation with the four Foreign Ministers, to take all necessary steps for holding such negotiations as early as possible at the Headquarters of the General Secretariat in Jeddah;
DECIDES to review the results achieved so far by the two parties during the next Islamic Conference of Foreign Ministers;
REQUESTS the Secretary General to communicate this resolution to the Government of the Philippines and to the Moro Liberation Front.

THE CAUSE OF MUSLIMS IN THE PHILIPPINES
The Seventh Islamic Conference of Foreign Ministers meeting in Istanbul, Republic of Turkey, from 13-16 Jumad Al Awal, 1396 H (12-15 May, 1976),
TAKING COGNIZANCE of the report presented by the Secretary General of the Islamic Conference on the problem of Muslims in the Philippines, and the memorandum of the Moro Liberation Front on the developments of the problem since the Sixth Islamic Conference of Foreign Ministers in Jeddah;
AWARE of the continued deterioration and gravity of the conditions of Muslims in South Philippines;
1. EXPRESSES deep concern over the Filipino Government's continued application of repressive and oppressive policies against the Muslim minority in the Philippines;
2. CALLS UPON the Government of the Philippines to halt its military operations against Muslims in Southern Philippines and adopt the necessary measures for the immediate withdrawal of its forces from the Muslim areas in the Southern Philippines;
3. CALLS UPON the Government of the Philippines to honour its commitment to grant autonomy to Muslims in Mandanao, Baslau, Solo and Balawan within the territorial integrity of the State of Philippines;
4. APPEALS to the Government of the Philippines and the Moro Liberation Front to resume negotiations for a solution to the problem in accordance with resolution 10 and the appended Plan of Action adopted by the Sixth Islamic Conference;
5. EXPRESSES appreciation of the efforts exerted by the Ministerial Committees of Four set up in accordance with Resolution 4 of the Fourth Islamic Foreign Ministers Conference held in Benghazi on 24 March, 1973, and also voices thanks to the Secretary General for the efforts exerted to reach a just solution to the problem;
6. DECIDES to renew the mandate of the Ministerial Committee of Four in order to pursue its contacts with the Government of the Philippines and Moro Liberation Front for a settlement of the problem of Muslims in the Philippines;
7. CHARGES the Secretary General to conduct necessary consultations in order to extend urgent aid to Muslim refugees in the Philippines;
8. REQUESTS the Secretary General to take appropriate steps for the implementation of this resolution, and to submit a report to the Eighth Session of the Islamic Foreign Ministers' Conference.

GRANTING, AS AN EXCEPTIONAL MEASURE,
THE STATUS OF OBSERVER TO
THE MORO NATIONAL LIBERATION FRONT
The Eighth Islamic Conference of Foreign Ministers meeting in Tripoli, Socialist People's Libyan Arab Jamahiriya, from 27 Jumad Al Awal to 3 Jumad Al Thani, 1397 H. (16-22 May, 1977),
CONSIDERING the Resolution of the Third Islamic Conference of Foreign Ministers held in Jeddah in 1972;
RECOMMENDING to the Conference to use its influence on the Government of the Philippines in order to ensure the safety of Muslim lives and property in the Philippines;
CONSIDERING Resolution No. 18 of the Fifth Islamic Conference of Foreign Ministers held at Kuala Lumpur in 1974;
APPEALING to the Government of the Philippines to seek a political and peaceful solution to the problems of Muslims in South Philippines through negotiations with the Islamic Leaders and particularly with the Moro Liberation Front;
CONSIDERING the appeal to peace-loving States to use their influence on the Government of the Philippines in order that an end be put to all military operations and all violence campaigns launched against the Islamic Community in South Philippines;
CONSIDERING Resolution No. 10 of the Sixth Islamic Conference of Foreign Ministers held in Jeddah in 1975, approving the action program set up by the quadripartite Ministerial Committee with the agreement of the Moro Liberation Front towards the peaceful solution of the problem of the Muslims in South Philippines;
CONSIDERING the agreement concluded in Tripoli on December 22, 1976 as a result of negotiations carried out between the Government of the Philippines and the Moro Liberation Front;
CONSIDERING the direct agreement reached between the Heads of State of the Socialist People's Libyan Arab Jamahiriya and of the Republic of the Philippines;
CONSIDERING the need to implement all measures likely to strengthen and support the action of Moro National Liberation Front in order to better ensure the protection of the Islamic Community in South Philippines;
CONSIDERING the Resolution of the Eighth Conference on granting Observer status within the Islamic Conference;
CONSIDERING that the criteria to be defined would only be examined during the 9th Islamic Conference of Foreign Ministers;
DECIDES:
a) to admit as an exceptional measure the Moro National Liberation Front as an Observer within the Islamic Conference;
b) to refer to the Ninth Conference of Foreign Ministers the question of final adoption of the criteria for granting Observer status within the Islamic Conference;
c) that the admission of the Moro National Liberation Front should not be considered as a precedent.

PROBLEMS OF MUSLIMS IN THE SOUTHERN PHILIPPINES
The Ninth Islamic Conference of Foreign Ministers meeting in Dakar, Republic of Senegal, from 17-21 Jumad Al Awal, 1398 H. (24-28 April, 1978),
1. CONSIDERING Resolution No. 4/4 adopted by the Fourth Islamic Conference of Foreign Ministers held in Benghazi, Libya in March 1973 on the problems of Muslims in the Southern Philippines and setting up the Quadripartite Ministerial Committee seek, together with the competent authorities, a peaceful solution to this problem.
2. CONSIDERING Resolution No. 9/6-P adopted by the Sixth Islamic Conference of Foreign Ministers held, in Jeddah in July 1975 on negotiations with the Government of the Philippines and the Moro National Liberation Front;
3. CONSIDERING Resolution No. 17/7-P adopted by the Seventh Islamic Conference of Foreign Ministers, held in Istanbul, in May 1976, confirming the Quadripartite Ministerial Committee in its Mission of mediation;
4. CONSIDERING Resolution No. 7/8-P adopted by the Eighth Islamic Conference of Foreign Ministers, held in Tripoli, in May 1977, on the Question of Muslims in the Southern Philippines;
5. TAKING into consideration the reports of the Quadripartite Ministerial Committee and the Secretary General on the agreement granting internal autonomy to 13 provinces in the Southern Philippines signed in Tripoli, on 23 December 1976, between the Government of the Philippines and the Moro National Liberation Front;
6. CONSIDERING the report submitted by the Secretary General to the Ninth Islamic Conference of Foreign Ministers, held in Dakar, on the evolution of the situation of Muslims in the Southern Philippines during the period which elapsed between the session of May 1977 and April 1978;
7. HAVING TAKEN note of the numerous violations of the cease fire recorded by observers;
8. DEPLORING the resumption, violence and spread of fighting in the Southern Philippines;
9. DENOUNCING the acts of extermination carried out against the Muslim communities in the Southern Philippines, which was characterized by an increasing use of heavy artillery and aviation, during such operations;
10. NOTING the appeal by the Quadripartite Ministerial Committee to the two parties, calling for the cessation of hostilities, and abidance by the cease-fire;
11. CONSIDERING the message addressed by the Quadripartite Ministerial Committee to the two Parties calling for the resumption of negotiations, with a view to arriving at a final peaceful solution, in accordance with the provisions of the Tripoli Agreement of 23 December 1976;
12. NOTING the message addressed to the Government of the Republic of the Philippines by the Moro National Liberation Front reaffirming its commitment to the provisions of this Agreement with regard to the internal autonomy of the 13 Provinces of the Southern Philippines;
13. AWARE of the gravity of the situation of Muslims in Southern Philippines as a result of the resumption of military operations which resort to increasingly sophisticated means;
14. EXPRESSES its deep concern at this situation which is due largely to the pro-longed suspension of negotiations;
15. COMMENDS the efforts exerted by the Quadripartite Ministerial Committee and the Secretary General with a view to achieving, in agreement with parties concerned, a peaceful solution to the problem of the Muslim Community in the Southern Philippines;
16. APPROVES, in this connection, the appeal by the Quadripartite Ministerial Committee to the two parties to resume negotiations;
17. RECONFIRMS the Quadripartite Ministerial Committee in its mission of mediation between the two parties in pursuance of previous resolutions adopted by the Islamic Conference;
18. APPRECIATES the understanding expressed by the Moro National Liberation Front as regards the stand of the four member committee and of the Secretary General during the negotiations;
19. CONSIDERS the Moro National Liberation Front, signatory to the Tripoli agreement of December 23rd, 1976, as the legitimate representative of Muslims in the Southern Philippines;
20. INVITES all Member States to extend their moral and material support to the Moro National Liberation Front and to the establishment of internal Autonomy for the Muslim Community in the Southern Philippines;
21. REQUESTS the Secretary General to take adequate measures for the implementation of this Resolution.

THE QUESTION OF MUSLIMS IN THE PHIUPPINES
The Tenth Islamic Conference of Foreign Ministers (Palestine and Al Quds Al Sharif Session) meeting in Fez, Kingdom of Morocco, from 10-14 Jumad Al Thani, 1399 H. (8-12 May, 1979),
RECALLING its resolution on the problem of the Muslims of the Philippines, adopted by the Fourth Session in Benghazi, Resolution No.4/1973;
RECALLING the mediation efforts of the 4 Nations Committee formed by the Conference, and the efforts of the General Secretariat of the Organization which resulted in the conclusion of the Tripoli Accord on 23/12/1976;
NOTING WITH REGRET, that the Accord has been ignored by the Government of the Philippines, the fact that led to the resumption of hostilities and bloodshed in the Philippines;
DECIDES:
1. To strongly deplore the non-abidance of the Government of Philippines by the Tripoli Accord, which is considered a sound basis for the solution of the problem of the Muslims of the Philippines, within the framework of National Unity and Sovereignty;
2. To express its deep concern over the resumption of armed conflict between the Government forces and the MNLF and the extensive attacks and continued massacres to which the areas densely populated by Muslims are subjected;
3. To appeal to the Government of the Philippines to put a stop to the current fighting, implement the Tripoli Accord and settle peacefully any reservations on it with the representatives of the MNLF, the legitimate representative of the Muslims of the Philippines with the assistance of the 4 Nations Committee formed by the Organization of the Islamic Conference;
4. To recognize the right of the Muslims of South Philippines to present their problem to the concerned international fora and to avail them of all possible political support in this respect, should the Government of the Philippines not respect its commitment to resume negotiations with a view to draw up protocols for the implementation of the Tripoli Agreements;
In that case, the Quadripartite Ministerial Committee may raise the matter before the concerned international fora;
5. To reaffirm the appeal made by the Ninth Conference in Dakar, to the member states of the Organization to give their moral and material support to the MNLF;
6. To request the General Secretariat of the Organization to follow up this question, in the light of the previous resolution and report on it to the Eleventh Islamic Conference of Foreign Ministers.

THE QUESTION OF THE MUSLIMS IN THE PHILIPPINES
The Eleventh Islamic Conference of Foreign Ministers meeting in Islamabad, Islamic Republic of Pakistan, from 2-7 Rajab, 1400 H. (17-22 Ma, 1980),
HAVING DULY NOTED the report presented by the Secretary General of the Organization of the Islamic Conference and the report presented by the Quadripartite Committee on the latest developments of the question of the Muslims in Southern Philippines;
RECALLING the previous resolutions adopted by the Islamic Conference on this issue;
NOTING the refusal of the government of the Philippines to implement the Tripoli Agreement, and its persistent and diverse violations of the rights of the Muslims of Southern Philippines;
DECIDES:
1. TO REAFFIRM its support for the Moro National Liberation Front and its unity, in accordance with the resolution adopted at the Ninth Islamic Conference of Foreign Ministers held in Dakar;
2. TO CONDEMN the Philippine government's stand with respect to the issue of the Muslims in Southern Philippines; as well as its refusal to implement the Tripoli Agreement, signed on December 23, 1976, and upheld by the Conference and considered as the basis for the solution of this problem;
3. TO REQUEST the Member States to exert the appropriate economic social and political pressure on the government of the Philippine to induce it to implement the Tripoli Agreement;
4. TO CALL ON the Quadripartite Committee to meet later and to review the latest developments of the question;
5. TO RECONVENE in the event of the Philippine Government its negative attitude towards the implementation of the Tripoli Agreement, the Quadripartite Committee to take the appropriate measures in the light of the resolution adopted at the Tenth Islamic Conference of Foreign Ministers in Fez,
6. TO REQUEST the Islamic States to continue granting material assistance to the Moro National Liberation Front;
7. TO URGE the leaders of the Moro National Liberation Front to close ranks;
8. TO ENTRUST the Secretary General to contact the specialized international agencies and invite them to examine the various violations of the rights of the Muslims in Southern Philippines;
9. TO REQUEST the Secretary General to take all the necessary measures to implement this resolution and to submit a report thereon at the next Ordinary Session.

THE PHILIPPINO MUSLIMS ISSUE
The Twelfth Islamic Conference of Foreign Ministers held in Baghdad from 28 Rajab – 3 Sha'aban 1401H, (1-5 June 1981),
Noting the reports submitted by the Secretary General and the 4 member Ministerial Committee on the committee meeting held in Jeddah on 29-30 Jamad Al-Thani 1401H, (3-4 May, 1981),
Recalling the recommendation made by the Third Islamic Summit Conference on the question of the Muslims in South Philippines,
Recalling previous resolutions adopted by the Organization of the Islamic Conference in this regard, in particular resolution No. 22/11-P adopted by the Eleventh Islamic Conference,
Referring to the persistence of the government of the Philippines in its refusal to implement the Tripoli Agreement,
Considering the deteriorating situation in South Philippines and the escalation of military operations against civilians, evicting them out of their homes, dispersing them and storming their properties,
Denounces the military activities of the Government of the Philippines against Muslims in the South, including repression, persecution and denial of basic freedom;
Deplores the Philippino authorities persistence in refusing to implement the Tripoli Agreement, concluded on 23 December 1976, between the Government of the Republic of the Philippines and the Moro National Liberation Front, to which the Islamic Conference adheres and which it considers the basis for the solution if this question;
Decides:
1. To appeal to Islamic States to provide material and moral support to the Moro National Liberation Front;
2. To call upon Member States to bring whatever economic and political pressure to bear on the Government of the Philippines to secure implementation of the Tripoli Agreement;
3. To appeal to Member States to focus, in the information field, on the question of Muslims in South Philippines;
4. To urge the leader of the Moro National Liberation Front to close ranks;
5. To request the Secretary General to make new contacts with the Government of the Philippines with a view to implementing the Tripoli Agreement in letter and spirit, appropriately and promptly, and report thereon to the 4 member Committee within a period not exceeding three months;
6. To request the Secretary General to report on this question to the next Session of the Islamic Conference of Foreign Ministers.

RESOLUTION No. 17/13-P
THE QUESTION OF SOUTHERN PHILIPPINES MUSLIMS
The Thirteenth Islamic Conference of Foreign Ministers, meeting in Niamey, Republic of Niger, from 3-7 Zul Qada 1402H (22-26 August, 1982),
Taking Note of the Explanatory Note of the General Secretariat on the question of the Muslims of Southern Philippines, and the outcome of the Quadripartite Ministerial Committee meeting held in Niamey on 25 August, 1982;
Recalling the resolutions of the Third Islamic Summit Conference on the question of the Muslims of Southern Philippines;
Also recalling Resolution No. 27/l2-P adopted by the Twelfth Islamic Conference of Foreign Ministers on this question;
Having taken note of the talks of the Secretary General of the Organization of the Islamic Conference with the President of the Philippines held in Jeddah within the frame-work of Islamic resolutions inviting the Philippines Government to abide, in letter and spirit, by the terms of the Tripoli Agreement and to implement the said Agreement with the participation of Moro National Liberation Front, which is one of the signatories of the Agreement;
Underlining the need to unify the ranks of the leadership of the Moro National Liberation Front to facilitate the attainment of this objective and to eliminate pretexts of divisions of the Islamic leadership and the absence of an interlocutor competent to hold talks to reach a settlement of the issue under the Tripoli Agreement and within the frame-work of the territorial integrity and sovereignty of the Republic of the Philippines.
1. Invites the government of the Philippines to speed up the implementation of the Tripoli Agreement, in letter and spirit, and to endeavour to open negotiations towards this end with the Moro National Liberation Front and with the participation of the Islamic Quadripartite Ministerial Committee.
2. Appeals to the Moro National Liberation Front to prepare itself for these negotiations and participate in these talks as a united front.
3. Directs the Secretary General to officially communicate this resolution to the Government of the Philiprines.
4. Requests the Secretary General to convene a meeting of Quadripartite Ministerial Committee in December 1982 and to submit to it a report on his contacts with the Government of the Philippines.
5. Also requests the Secretary General to submit a report on the implementation of this resolution and on the recommendations of the Quadripartite Committee to the Fourteen Islamic Conference of Foreign Ministers.

ON THE QUESTION OF THE MUSLIMS OF SOUTH PHILIPPINES
The Fourteenth Islamic Conference of Foreign Ministers meeting in Dhaka, Republic of Bangladesh, from 2-7 Rabiul Awa1 1404 H ( 6-11 December 1983),
Taking into account the explanatory notes by the General Secretariat concerning the question of the Muslims of South Philippines, and the outcome of the meeting of the four-member Ministerial Committee held in Jeddah on 8 December 1982.
Recalling resolutions 27/12-C and 17/13-C adopted in this connection by the Islamic Conference of Foreign Ministers at the twelfth and thirteenth sessions held in Baghdad and.
Recalling the talks held in Jeddah by the Secretary General of the Organization of the Islamic Conference with the President of the Philippines, under Islamic resolutions inviting the Government of the Philippines to comply with the letter and spirit of the Tripoli Agreement without any delay and to put it into effect with the participation of the More National Liberation Front which is a signatory party of the Agreement,
Recalling the need for closing ranks of the leadership of the Moro National Liberation Front to achieve this end and to remove any pretext on the ground of the division of Muslim leaderships and the absence of a competent interlocutor for the settlement of the issue within the framework of the"' Tripoli Agreement and of the territorial integrity and sovereignty of the Republic of Philippines;
1. CALLS UPON the Government of the Philippines to expedite the true implementation of the letter and spirit of the Tripoli Agreement, and in this connection initiate negotiations with the Moro National Liberation Front, with the participation of the Four-Member Islamic Ministerial Committee.
2. CALLS UPON the Moro Front and its leadership to adopt a unified position prior to these negotiations so as to put the Tripoli Agreement into effect.
3. ENTRUSTS, the Secretary General with the task of submitting a report on the implementation of this resolution to the Fourteenth Islamic Conference of Foreign Ministers.

ON THE QUESTION OF BANGSAMORO MUSLIMS IN SOUTH PHILIPPINES
The Fifteenth Islamic Conference of Foreign Ministers, held in Sanaa, Yemen Arab Republic, from 25-29 Rabiul Awal, 1405 (18-22 December 1984),
Recalling the previous resolutions of the Islamic Conference of Foreign Ministers on the Bangsamoro question No. 4/4-P, No.25/8-P, No.20/9-P No.21/10-P No.27/12-P, No.17/13-P and No.26/14-P,
Recalling section 7 of the Joint Communiqué of the Eighth Islamic Conference of Foreign Ministers which reaffirms their support to the Bangsamoro struggle for self-determination under MNLF leadership,
1. Urges all Member States of the Organization of the Islamic Conference to extend all forms of material, financial and humanitarian assistance to the Moro National Liberation Front, being the sole legitimate representative of the Bangsamoro people;
2. Invites all member States of the Organization of the Islamic Conference to consider authorizing the Moro National Liberation Front to establish liaison offices and conduct campaign for financial and humanitarian assistance on the mass level;
3. Calls upon MNLF and its leadership to close ranks, and reaffirms the stand previously adopted by the Conference in this connection;
4. Affirms that any peaceful solution to the problem of the Muslims in South Philippines must be founded on the territorial integrity and sovereignty of the Republic of Philippines in conformity with the Tripoli Agreement of 1976 and urges the concerned parties to abide by it;
5. Reaffirms its readiness to continue its support to seek just, peaceful and political solution to the Bangamoro problem;
6. Condemns all forms of repression inflicted on the Bangsamoro people and the denial of basic human rights;
7. Expresses its deep indignation over the persistent refusal of the Philippine authorities to implement the Tripoli Agreement signed on 23 December, 1976 between the Government of the Republic of Philippines and the MNLF, and supported by the Islamic Conference as a basis for settling the problem;
8. Requests the Quadripartite Ministerial Committee and the Secretary General of the OIC to follow up the resolutions and report to the next session on the outcome of their efforts.

QUESTION OF THE MUSLIMS OF SOUTHERN PHILIPPINES
The Sixteenth Islamic Conference of Foreign Ministers, held in Fez, Kingdom of Morocco, from 25 to 29 Rabiul Thani, 1406H, (6-10 January, 1986)
Recalling Resolutions Nos. 4/4-P, 25/8-F, 20/9-F, 21/10-P, 27/12-P, 17/13-P, 26/14-P, and 25/15-P adopted by the Islamic Conferences of Foreign Ministers on the question of the Bangsamoro Muslims.
Recalling Paragraph 7 of the Final Communique of the Eighth Islamic Conference of Foreign Ministers reaffirming support to the Bangsamoro Struggle for self-determination under MNLF leadership.
1. Urges the Member States to extend all forms of material, financial and humanitarian assistance to the MNLF to defend the Muslim people and Islam and pursue its just and legitimate objectives in its capacity as the sole legitimate representative of the Bangsamoro people.
2. Expresses its appreciation to the MNLF leadership for its success in consolidating its internal unity and solidarity and welcomes the MNLF leaders to return the fold of the MNLF, in line with the previous resolutions of Islamic Conference of Foreign Ministers.
3. Condemns all forms of repression inflicted on the Bangsamoro people and the denial of their fundamental human rights.
4. Expresses its deep indignation over the persistent refusal of the Philippine authorities to implement the Tripoli Agreement concluded on 23 December 1976, between the Government of the Republic of the Philippines and the MNLF, and supported by the OIC as a basis for settling the problem.
5 Reaffirms its readiness to continue its support for the search of a just and peaceful political solution to the Bangsamoro problem with a view to protecting the rights of the Bangsamoro people from all forms of injustice, oppression and repression.
6. Requests the Quadripartite Ministerial Committee and the General Secretariat of the OIC to follow-up the above-mentioned resolution and to make a report to the Seventeenth Islamic Conference of Foreign Ministers on the outcome of their efforts.

ON THE QUESTION OF THE MUSLIM OF SOUTHERN PHILIPPINES
The Seventeenth Islamic Conference of Foreign Ministers held in Amman, Hashemite Kingdom of Jordan, from 3-7 Sha 'ban, 1408H (21-25 March 1988),
Recalling Resolution Nos. 4/4-P, 25/8-P, 20/9-P, 21/10-P, 17/13-P and 25/15-P and 28/16-P, adopted by the Islamic Conferences of Foreign Ministers on the question of Bangsamoro Muslims, as well as the reference to the question of Muslims of Southern Philippines contained in the declaration of the 5th Islamic Summit;
Having considered the explanatory note submitted by the General Secretariat concerning the situation of the Muslims of Southern Philippines, and the report of the Quadripartite Committee;
Recalling the Tripoli Agreement of December 1976 signed under the auspices of the Quadripartite Committee of the OIC, which has not so far been implemented despite commitments made by the Government of the Republic of Philippines to comply with the letter and spirit of the Tripoli Agreement;
Reaffirming the continuing commitment of the Organization of the Islamic Conference for the full and urgent implementation of the provisions of the Tripoli Agreement;
Also recalling the hope expressed in the final Communiqué of the 5th Islamic Summit for the success of the ongoing negotiations between the MNLF and the Government of the Republic of Philippines;
1. Expresses deep regret over the failure of the Government of the Republic of Philippines to honour its commitment to implement the Tripoli Agreement of 1976.
2. Affirms that the so-called steps taken by the Government of the Republic of Philippines including the formation of the so-called Consultative Council are in no way in conformity with the provisions of the Tripoli Agreement, which clearly provides for the establishment of autonomy to the thirteen provinces, specified therein, and which constitutes a binding international agreement.
3. Condemns all forms of repression inflicted upon the Bangsamoro people and the denial of their fundamental rights.
4. Calls upon the Government of the Republic of Philippines to honour the commitment of the Tripoli Agreement made to the MNLF and the OIC representing the collective will of the Muslim nations
5. Strongly urges member states to extend material, financial and humanitarian assistance to the MNLF to defend the Muslim people and Islam and to pursue its just and legitimate rights.
6.Requests the Quadripartite Ministerial Committee and the Secretary General of the Organization of the Islamic Conference to intensify efforts including contacts with the Philippines Government for the full and urgent implementation of the Tripoli Agreement and to report to the 18th Islamic Conference of Foreign Ministers.

ON THE QUESTION OF THE MUSLIMS IN SOUTH PHILIPPINES
The Eighteenth Islamic Conferencc of Foreign Ministers, (Session of Islamic Fraternity and Solidarity), held in Riyadh, Kingdom of Saudi Arabia, from 6-9 Sha'ban,1409H (13-16 March, 1989),
Recalling all resolutions adopted by Islamic Conference on the Question of the Muslims in South Philippines;
Having considered the Explanatory Note submitted by the General Secretariat on the condition of Muslims in South Philippines, and the report of the Quadripartite Committee;
Recalling the Tripoli Agreement of December 1976 signed under the auspices of the OIC Quadripartite Committee, which has hitherto not been implemented despite commitments reiterated by the Government of the Republic of the Philippines to comply with the letter and spirit of the Tripoli Agreement,
Reaffirming the unflinching adherence of the Organization of the Islamic Conference to the provisions of the Tripoli Agreement and its continued suport to the full implementation of this Agreement;
Also recalling the hope expressed in the Final Communique of the 5th Islamic Summit for the success of the ongoing negotiations between the MNLF and the Government of the Republic of the Philippines;
1. Expresses deep regret at the repression inflicted upon the Bangsamoro people in all its forms and the denial of their fundamental rights.
2. Reiterates its deep regret at the failure of the Government of the Republic of the Philippines to honour its commitment to the Moro National Liberation Front and the Organization of the Islamic Conference which expresses collective will of the Muslim Ummah, by implementing the Tripoli Agreement of 1976.
3. Renews its appeal to the Government of the Republic of the Philippines to honour this commitment which constitutes a binding international commitment.
4. Affirms that the so-called steps taken by the Government of the Republic of Philippines including the setting up of the so-called Consultative Council in no way conform to the provisions of the Tripoli Agreement, which clearly stipulate the autonomy of thirteen provinces, within the territorial integrity of the Philippines Republic.
5. Strongly urges Member States to extend material, financial and humanitarian assistance to the MNLF to enable it to defend the Muslim people and Islam and for the realization of their rights.
6. Requests the Quadripartite Ministerial Committee and the Secretary General of the OIC to develop more efficient methods of direct contact with the Government of the Philippines to secure the immediate and full implementation of the Tripoli Agreement.
7. Requests the Secretary General of the OIC to convene a meeting of the Quadripartite Committee to consider the measures it could evolve if the Government of the Philippines Republic maintained its negative stand regarding the implementation of the Tripoli Agreement.
8. Requests the Secretary General to report on the results of these efforts to the 19th Islamic Conference of Foreign Ministers.

ON THE QUESTION OF MUSLIMS IN SOUTHERN PHILIPPINES
The Nineteenth Islamic Conference of Foreign Ministers (Session of Peace, Interdependence and Development), held in Cairo, Arab Republic of Egypt, from 9-14 Muharram, 1411H (31 July to 5 August, 1990)
Bearing in mind the previous resolutions adopted by the OIC on the question of Muslims in Southern Philippines, particularly resolution 4/4 of the Fourth Islamic Conference of Foreign Ministers held in Bengazi - Libya from 19-21 Safar 1393H (24-26 March 1973);
Bearing in mind also the final communiqué issued by the Fifth Islamic Summit expressing in particular the hope that the current negotiations between the Moro National Liberation Front and the Government of Philippines be crowned with success;
Recalling further the Tripoli Agreement signed on 23 December 1976, under the auspices of the OIC, between the Government of the Philippines and the Moro National Liberation Front, the sole legitimate representative of the Muslims of Southern Philippines an agreement which was not implemented by the Government of the Philippines, despite its numerous pledges to respect it in letter and spirit;
Reaffirming the OIC's continued adherence to the provisions of the Tripoli Agreement and continued support for the full implementation of that agreement;
Taking into consideration the outcome of the meetings of the Quadripartite Committee entrusted by the OIC with the follow up of the question of Muslims in Southern Philippines;
Having Noted the report submitted by the Secretary General on the question of Muslims in Southern Philippines;
1. Confirms the resolution adopted by the Islamic Conferences on continued solidarity with the Bangsamoro people in their just struggle for the fulfillment of their legitimate aspirations.
2. Expresses deep regret once more for the failure of the Philippines government to honor its commitment to the Moro National Liberation Front and the OIC which represents the collective will of the Islamic Ummah, to fully implement the 1976 Tripoli Agreement in letter and spirit.
3. Invites all parties concerned to implement the Tripoli Agreement in letter and spirit.
4. Reaffirms its readiness to continue to offer every form of assistance - humanitarian, material, financial and political - to the Bangsamoro people and the Moro National Liberation Front to enable them to attain their legitimate aspirations.
5. Decides to increase the membership of the Ministerial Committee set up under resolution 4/4 adopted by the Fourth Islamic Conference of Foreign Ministers, held in Bengazi - Libya - from 19-21 Safar 1393H (24-26 March 1973).
6. Requests the Quadripartite Ministerial committee and the Secretary General to intensify their efforts, including making fresh contacts with the Philippines Government, to ensure full and immediate implementation of the Tripoli Agreement.
7. Pays tribute to the leaders of the Moro National Liberation Front for their unfailing readiness to conduct a constructive dialogue with the Philippines Government, under the auspices of the OIC, in order to arrive at a just and final solution to the question of Muslims in Southern Philippines.
8. Notes with satisfaction the efforts being made by the Secretary General to implement the relevant resolutions adopted by the Islamic Conferences and requests that these efforts be pursued.
9. Requests the Secretary General to submit a report on the implementation of this resolution to the next Islamic Conference of Foreign Ministers.

Bearing in mind the previous resolutions adopted by the OIC on the question of Muslims in Southern Philippines, particularly Resolution 4/4 of the Fourth Islamic Conference of Foreign Ministers held in 1973 and Resolutions 2/8-P and 7/8-P adopted in 1977 by the 8th Islamic Conference of Foreign Ministers and Resolution No.20/S-P adopted in 1978 by the Ninth Islamic Conference of Foreign Ministers,
Recalling the final communiqué issued by the Fifth Islamic Summit expressing the hope for the success of the current negotiations between the Moro National Liberation Front and the (Government of the Republic of the Philippines;
Recalling further the Tripoli Agreement signed on 23 December 1976, under the auspices of the OIC, between the Government of the Philippines and the Moro National Liberation Front;

5. Reaffirms its readiness to continue providing every form of assistance- humanitarian, material, financial and political - to the Muslims in Southern Philippines and to the Moro National Liberation Front to enable them to attain their legitimate aspirations.
6. Requests the Quadripartite Ministerial Committee and the Secretary General to intensify their efforts including making fresh contacts with the Philippines Government, to ensure full and immediate implementation of the Tripoli Agreement.

ON THE QUESTION OF MUSLIMS IN SOUTHERN PHILIPPINES
The Twenty-first Islamic Conference of Foreign Ministers (Session of Islamic Unity and Cooperation for Peace, Justice and Progress), held in Karachi, Islamic Republic of Pakistan, from 4 to 8 Zul Qa'dah 1413H (25-29 April 1993),
Bearing in mind the previous resolutions and declarations adopted by the OIC on the question of Muslims in Southern Philippines, particularly the Joint Declaration No.77 of the ICFM held in 1980 at Islamabad, Resolutions 4/4-P of 1973, 2/8-P and 7/8-P of 1977 and 20/9-P of 1978,25/15-P of 1984, 43/19-P of 1990 and 33/20-P of 1991 and 11/6-P (IS) of 1991;
Recalling the Tripoli Agreement signed on 23 December 1976, under the auspices of the OIC, between the Government of the Philippines and the Moro National Liberation Front;
Recalling the final communique of the Sixth Islamic Summit welcoming the resumption of negotiations between the Moro National Liberation Front and the Government of the Republic of Philippines under the auspices of the OIC aimed at reaching a just and comprehensive solution of the problem in the framework of the national sovereignty and territorial integrity of the Philippines;
Taking into consideration the recommendations of the Ministerial Committee entrusted by the Islamic Conference with the follow up of the question of Muslims in Southern Philippines;
Having considered the Report submitted by the Secretary General on the question of Muslims in Southern Philippines, (Document No.ICFM/21-93/MM/D.2/Rev.1);
1. Reaffirms the resolutions adopted by the Islamic Conferences on solidarity with the Muslims in Southern Philippines in their just struggle for the achievement of their legitimate aspirations, within the framework of the sovereignty and territorial integrity of the Republic of Philippines.
2. Welcomes "The Memorandum of Mutual Understanding" which concluded the preliminary talks between the Government of the Republic of Philippines and the Moro National Liberation Front held in Tripoli, Libyan Jamahiriya, from 3 to 5 October 1992 and the second round of informal talks held in Cipanas, West Java, Indonesia from 14 to 16 April 1993.
3. Welcomes the Statement of Understanding signed by the Government of the Republic of Philippines and the Moro National Liberation Front in Cipanas, West Java in Indonesia on April 14-16, 1993 on resumption of formal talks before or on 30 June 1993 to focus on the modalities for the full implementation of Tripoli Agreement in the framework of the national sovereignty and territorial integrity of the Republic of Philippines; it invites the two parties to start formal talks within the stated period with a view to reaching a just and comprehensive solution of the questions of Muslims in Southern Philippines.
4. Notes with satisfaction the measures taken by the Government of the Philippines to improve the conditions of Muslims, and hopes that further measures will be taken to achieve a final solution of the problem of Muslims in Southern Philippines, within the framework of the Tripoli Agreement of 1976.
5. Regrets the return of violence to Southern Philippines and calls on all concerned parties to create the necessary and conducive atmosphere of mutual confidence that could help ensure the success of further substantive talks.
6. Pays tribute to the leaders of the Moro National Liberation Front, the sole legitimate representative of Muslims in Southern Philippines ("Bangsamoro people") for their unfailing readiness to conduct a constructive dialogue with the Government of the Republic of Philippines under the auspices of the OIC, in order to arrive at a just and final solution of the question of Muslims in Southern Philippines.
7. Reaffirms its readiness to continue providing every form of assistance - humanitarian, material, financial and political - to the Muslims in Southern Philippines and to the Moro National Liberation Front to enable them to fulfill their legitimate aspirations.
8. Notes with satisfaction the efforts made by the Secretary General to find a just and comprehensive solution to the problem of Muslims in the Southern Philippines.
9. Requests the Secretary General and the Ministerial Committee to continue following up this question closely until a peaceful, just and comprehensive solution to the problem of the Muslims in the Southern Philippines is achieved.
10. Requests the Secretary General to communicate this Resolution to the Government of the Republic of Philippines and to the Moro National Liberation Front.
11. Requests the Secretary General to take the necessary measures to implement this Resolution and submit a report thereon to the next Islamic Conference of Foreign Ministers.

The Twenty Second Islamic Conference of Foreign Ministers, held in Casablanca, Kingdom of Morocco, from 8 to 10 Rajab 1415H (10-12 December, 1994),
Bearing in mind the previous resolutions and final communiques of the OIC on the question of Muslims in Southern Philippines, particularly para 77 of the Final Declaration of the Eleventh Islamic Conference of Foreign Ministers, Resolutions 4/4-P of 1973, 18/5-P of 1974, 2/8-P and 7/8-P of 1977; 20/9-P of 1978, 25/15-P of 1984, 43/19-P of 1990; 33/20-P of 1991 and 11/6-P of 1991;
Recalling the final communique of the Sixth Islamic Summit welcoming the resumption of negotiations between the Moro National Liberation Front and the Government of the Republic of the Philippines under the auspices of the OIC aimed at reaching a political, just and comprehensive solution of the problem in the framework of the national sovereignty and territorial integrity of the Philippines;
Taking into consideration the recommendations of the Ministerial Committee of Six entrusted by the Islamic Conference with the follow up of the question of Muslims in Southern Philippines;
Recalling the Tripoli Agreement signed on 23 December 1976, under the auspices of the OIC, between the Government of the Philippines and the Moro National Liberation Front;
Recalling both Memoranda of Understanding by which the Government of the Philippines and the Moro National Liberation Front have concluded two rounds of preliminary talks, held in Tripoli, the Libyan Arab Jamahiriya on 2-4 October, 1992 and in Cipanas, Western Java, Republic of Indonesia on 14-16 April, 1993;
Recalling the role of the Government of Indonesia in hosting and facilitating the first and second rounds of formal peace talks in Jakarta on 25 October to 7 November 1993 and from 1 to 5 September 1994 and the meetings of the various technical committees between the GRP and the MNLF;
Having considered the Report submitted by the Secretary General on the question of Muslims in Southern Philippines, (Document No.ICFM/22-94/MM/D.2).
1. Reaffirms the resolutions adopted by the Islamic Conferences on solidarity with the Muslims in Southern Philippines in their just struggle for the realization of their legitimate aspirations within the framework of the sovereignty and territorial integrity of the Republic of Philippines.
2. Pays tribute to the leaders of the Moro National Liberation Front, the sole legitimate representative of Muslims in Southern Philippines ("Bangsamoro people") for their unfailing readiness to a just, comprehensive, and final solution to the question of Muslims in Southern Philippines through dialogue and negotiation with the Government of the Republic of the Philippines under the auspices of the OIC, and the commitment of the Front to the Tripoli Agreement of 1976 and the subsequent agreements which were concluded between the two parties with the participation of the Ministerial Committee of the Six and the OIC Secretary General.
3. Welcomes the agreement of the participants in the formal peace negotiations between the Government of the Republic of the Philippines and the Moro National Liberation Front with the participation of the Ministerial Committee of the Six and the OIC Secretary General, to the fact that their talks shall focus on effective means to fully implement the 1976 Tripoli Agreement in letter and spirit including: (a) those measures in the Agreement, which had been left for further subsequent talks, and (b) the transitional implementing structure and mechanism.
4. Pays tribute to the spirit of good will and understanding which prevailed at the first and second rounds of formal peace talks between the Government of the Republic of the Philippines and the Moro National Liberation Front with the participation of the Ministerial Committee of the Six and the OIC Secretary General which facilitated the achievement of positive results as reflected in the signing of a series of agreements.
5. Welcomes the Memorandum of Agreement which crowned the first round of formal peace talks between the Government of the Republic of the Philippines and the Moro National Liberation Front with the participation of the Ministerial Committee of the Six and the OIC Secretary General, held in Jakarta, Indonesia, from 25 October to 7 November, 1993.
6. Welcomes also the 1994 Interim Agreement which crowned the second round of formal peace talks held in Jakarta, Indonesia from 1 to 5 September, 1994.
7. Welcomes further the 1993 Interim Cease-fire Agreement between the Government of the Republic of the Philippines and the Moro National Liberation Front, with the participation of the Ministerial Committee of the Six and the OIC Secretary General, as well as the Joint Cease-fire Guidelines and Ground Rules for implementing the 1993 Interim Cease-fire Agreement aimed at creating a positive atmosphere to strengthen the necessary mutual confidence for the success of the formal peace negotiations.
8. Welcomes the readiness of the Philippine Government to enhance the confidence-building process between the Philippine Government, the Moro National Liberation Front and the Organisation of the Islamic Conference; and also welcomes its resolve to maintain the momentum generated by goodwill for participating in a wide ranging process to seek creative solutions to the key issues so as to ensure the success of the third round of formal peace negotiations particularly which the Conference hopes to be the final one and the success of the peace process in southern Philippines in general.
9. Reaffirms its solidarity with the Bangsamoro people and the Moro National Liberation Front (MNLF) and its readiness to continue providing every form of assistance - humanitarian, material, financial and political - to the Muslims in Southern Philippines and to the Moro National Liberation Front until their just and legitimate aspirations are fulfilled.
10. Urges the OIC Member States as well as all Islamic philanthropic establishments, individuals and humanitarian organizations in the Islamic Ummah to generously extend financial assistance to the MNLF to augment its capacity to further the peace process in the true spirit of Islamic unity and solidarity.
11. Notes with satisfaction the efforts made by the Secretary General and the Ministerial Committee of the Six to find a just and comprehensive solution to the problem of Muslims in the Southern Philippines.
12. Requests the Ministerial Committee of the Six and the OIC Secretary General to continue following up this question closely until a peaceful, just, comprehensive permanent solution to the problem of the Muslims in the Southern Philippines is achieved within the framework of the sovereignty and territorial integrity of the Republic of the Philippines.
13. Pays tribute to the role of Libyan Arab Jamahiriya in achieving the Tripoli Agreement on 23 December 1976 and in hosting the first exploratory talks in Tripoli from 2 to 4 October 1992.
14. Pays tribute to the role of the Government of Indonesia in hosting and facilitating the two rounds of the formal peace talks from 25 October to 7 November 1993 and from 1 to 5 September 1994 and warmly welcomes its readiness to host the third round of formal peace talks in Mid-1995.
15. Requests the Secretary General to communicate this Resolution to the Government of the Republic of Philippines and to the Moro National Liberation Front.

Taking into consideration the recommendations of the Ministerial Committee of the Six entrusted by the Organization of the Islamic Conference with the follow up of the question of Muslims in Southern Philippines;
Recalling the Tripoli Agreement signed on 23 December 1976, under the auspices of the OIC, between the Government of the Philippines and the Moro National Liberation Front;

Recalling Memorandum of Agreement and Interim Agreements by which the Government of the Republic of Philippines and the Moro National Liberation Front had, with the participation of the Ministerial Committee of the Six and the OIC Secretary General, crowned the three successive rounds of the Formal Peace Talks, held in Jakarta, Indonesia during the periods from 25 October to 7 November 1993, 1 to 5 September 1994 and 27 November to 1 December 1995;
Recalling the 1993 Interim Ceasefire Agreement signed by the Government of the Republic of the Phillipines and the Moro National Liberation Front with the participation of the Ministerial Committee of the Six and the OIC Secretary General as well as the Joint Guidelines and Ground Rules for the implementation of the Interim Ceasefire Agreement of 1993;
Recalling the decision of the Second Round of the Formal Peace Talks to deploy the OIC Ceasefire Observer Team from November 1994 and welcoming the positive contribution which this Team has made to the creation of an atmosphere conducive to the peace process;
Encouraged by the recent statements of support made by the European Union and Governments of the United States of America and Japan to the peace process as well as the statement by H.E. President Fidel V. Ramos of the Philippines to resolve the outstanding issues through innovative and fresh approaches;
Recalling the series of intensive meetings held by the Support Committees, the Joint Ceasefire Committee and the Mixed Committee as well as the Ad hoc Working Group on Implementing Structure and Mechanism of the Provisional Government;
Having considered the Report submitted by the Secretary General on the question of Muslims in Southern Philippines, (Document No.ICFM/23-95/MM/D.2);
1.Expresses its appreciation of the Secretary General's report which contained a comprehensive presentation of the negotiation process between the Government of the Republic of the Philippines and the Moro National Liberation Front.
2.Reaffirms the resolutions adopted by the Islamic Conferences on solidarity with the Muslims in Southern Philippines in their just struggle for the realization of their legitimate aspirations within the framework of the sovereignty and territorial integrity of the Republic of Philippines.
3.Pays tribute to the leaders of the Moro National Liberation Front, the sole legitimate representative of Muslims in Southern Philippines ("Bangsamoro people"), for their unfailing readiness to a political, just, comprehensive, and final solution to the question of Muslims in Southern Philippines through dialogue and negotiation with the Government of the Republic of the Philippines under the auspices of the OIC, and the commitment of the Front to the Tripoli Agreement of 1976 and the subsequent agreements which were concluded between the two parties with the participation of the Ministerial Committee of the Six and the OIC Secretary General.
4.Pays tribute to the spirit of good will and understanding which prevailed at the rounds of the Formal Peace Talks and the meetings of the various committees held between the Government of the Republic of the Philippines and the Moro National Liberation Front with the participation of the Ministerial Committee of the Six and the OIC Secretary General which paved the way for the establishment of a constructive dialogue that facilitated the achievement of understanding and agreement on most of the issues under discussion.
5.Welcomes the substantial progress so far achieved in the negotiation between the Government of the Republic of the Philippines and the Moro National Liberation Front with the participation of the Ministerial Committee of the Six and the OIC Secretary General.
6.Expresses its appreciation for the commendable efforts being exerted by the Republic of Indonesia under the wise guidance and patronage of H.E. President Soeharto as well as the Chairman of the OIC Ministerial Committee of the Six.
7.Calls upon the Philippines Government and the Moro National Liberation Front to do their utmost in consolidating the progress achieved so far towards attainment of a just and comprehensive political solution for the problem of the Muslims in Southern Philippines in accordance with the letter and spirit of the Tripoli Agreement.
8.Also calls upon the Government of the Republic of the Philippines and the Moro National Liberation Front to follow strictly and respect the ceasefire agreement and enhance the implementation as agreed in the Third Round of the Formal Peace Talks.
9.Reaffirms its solidarity with the Bangsamoro people and the Moro National Liberation Front (MNLF) and its readiness to continue providing every form of assistance - humanitarian, material, financial and political - to the Muslims in Southern Philippines and to the Moro National Liberation Front until their just and legitimate aspirations are fulfilled.

Bearing in mind the previous resolutions and final communiques of the OIC on the question of Muslims in Southern Philippines;
Recalling the Final Communique of the Sixth Islamic Summit welcoming the resumption of negotiations between the Moro National Liberation Front and the Government of the Republic of the Philippines under the auspices of the OIC aimed at reaching a political, just and comprehensive solution of the problem in the framework of the national sovereignty and territorial integrity of the Philippines;

Recalling that in accordance with the Memoranda of Understanding by which the Government of the Philippines and the Moro National Liberation Front have concluded two rounds of preliminary talks, held in Tripoli, the Libyan Arab Jamahiriya on 3-4 October, 1992 and in Cipanas, Western Java, Republic of Indonesia on 14-16 April, 1993 respectively, the two parties agreed to conduct official peace negotiations in order to fully implement the Tripoli Agreement of 1976, in letter and spirit;
Recalling the First Round of the GRP-MNLF Formal Peace Talks held in Jakarta, Indonesia on October 25 - November 7, 1993, concluded positively with the signing of the "Memorandum of Agreement" in which the participants agreed to reactivate the Mixed Committee, set up five (5) Support Committees, and form an Ad Hoc Working Group on the Setting up of the Transitional Implementing Structure and Mechanism and the signing of an "Interim GRP-MNLF Ceasefire Agreement";
Recalling the Second Round of Formal Peace Talks held in Jakarta, Indonesia, on September 1-5, 1994 resulted positively with the signing of the "1994 Interim Agreement" recommended by the various Support Committees and the Mixed Committee;
Recalling the Third Round of Formal Peace Talks held in Jakarta, Indonesia on November 27 - December 1, 1995 resulted positively with the signing of the "1995 Interim Agreement";
Recalling the Fourth Round of Formal Peace Talks held in Jakarta, Indonesia, on August 29, 1996 resulted positively with the signing of the "1996 Interim Agreement" which formally adopted and confirmed all points of consensus reached during the latest two meetings of the Mixed Committee held respectively in Davao City on June 20-23, 1996 and in Jakarta on August 28, 1996;
Underlining the agreement by the participants of the Fourth Round of Formal Peace Talks to reaffirm all points of agreement contained in the "1994 Interim Agreement", "1995 Interim Agreement" and "1996 Interim Agreement" as the Final Agreement provided for in the "1976 Tripoli Agreement";
Appreciating the Report submitted by the Secretary General on the question of Muslims in Southern Philippines which contained a comprehensive presentation of the negotiation process between the Government of the Republic of the Philippines and the Moro National Liberation Front (Document No.ICFM/24-96/MM/D.2);
1. Welcomes the "Peace Agreement" between the Government of the Republic of the Philippines and the Moro National Liberation Front initialed on 30 August 1996 in Jakarta and officially signed on 2 September 1996 in Manila.
2. Appreciates the important steps already taken to fully implement the Agreement and calls on both the GRP and the MNLF to preserve the gains achieved as a result of the signing of the "Peace Agreement".
3. Pays tribute to the leadership of the Moro National Liberation Front under the Chairmanship of Professor Nur Misuari, as the sole legitimate representative of Muslims in Southern Philippines ("Bangsamoro people"), for their courage, political vision and wisdom which paved the way for the ultimate achievement of a political, just, comprehensive, and final solution to the question of Muslims in Southern Philippines.
4. Pays tribute to the role of the Government of the Republic of the Philippines under the wise leadership of President Fidel Ramos and its creative ideas which led to the establishment of the Southern Philippines Council for Peace and Development and, consequently, to the achievement of the peaceful, durable, comprehensive and just settlement of the problem of Southern Philippines.
5. Pays tribute to the role of the Government of the Republic of Indonesia, under the sagacious leadership of His Excellency President Soeharto, in facilitating the peace process culminating the signing of the Final Peace Agreement on 2 September 1996.
6. Also pays tribute to the role of the Government of the Great Socialist People's Libyan Arab Jamahiriya, under the wise leadership of His Excellency Colonel Muammar Qaddafi, in achieving the Tripoli Agreement of 1976 and in hosting the first exploratory talks in Tripoli from 3 to 4 October, 1992.
7. Commends the fulfillment of the mandate entrusted to the Ministerial Committee of Six, under the Chairmanship of His Excellency Mr. Ali Alatas, the Foreign Minister of Indonesia, and the membership of the Libyan Jamahiriya, Kingdom of Saudi Arabia, Republic of Senegal, People's Republic of Bangladesh and the Republic of Somalia as well as the efforts exerted by the Secretary General, His Excellency Dr. Hamid Algabid, to find a political, just, comprehensive, honourable and final solution to the problem of Muslims in Southern Philippines.
8. Also commends the positive contribution of the OIC Observer Team manned by Indonesian officers in maintaining the ceasefire therefore creating conducive atmosphere for the successful attainment of the Peace Agreement and their continuing role in the implementation phase of the Agreement.
9. Urges the Member States, the OIC subsidiary organs, specialised and affiliated institutions, including the Islamic Development Bank, to extend economic, financial, technical and material assistance for the reconstruction and rehabilitation of the Southern Philippines through the Autonomous Region of Muslim Mindanao (ARMM) and/or the Southern Philippines Council for Peace and Development (SPCPD) under the leadership of the MNLF.
10. Decides to maintain the status and enhance the participation of the MNLF in the Organisation of the Islamic Conference in its capacity as the sole legitimate representative of the Bangsamoro people in Southern Philippines aimed at improving their conditions in accordance with the Peace Agreement.
11. Requests the Ministerial Committee of the Six and the OIC Secretary General to continue extending assistance as appropriate for the full implementation of the Peace Agreement during the transitional period pending the establishment of the regular autonomous region in Southern Philippines.
12. Urges the Member States to help in mobilizing a broad international support to both parties of the Peace Agreement in achieving peace, development and prosperity in the Southern Philippines.
13. Requests the Secretary General to communicate this resolution to the Government of the Republic of the Philippines and the Moro National Liberation Front.
14. Requests the Secretary General to follow up the implementation of this resolution, to implement the "Peace Agreement" in full and to submit a report thereon to the Twenty-fifth Session of the Islamic Conference of Foreign Ministers.

Pays tribute to the role of the Government of the Republic of the Philippines under the wise leadership of His Excellency President Fidel Ramos which led to the establishment of the Southern Philippines Council for Peace and Development and, consequently, to the achievement of the peaceful, durable, comprehensive and just settlement of the problem of Southern Philippines.
5. Pays tribute to the role of the Government of the Republic of Indonesia, under the sagacious leadership of His Excellency President Soeharto, in facilitating the peace process culminating in the signing of the Final Peace Agreement on 2 September 1996.
6. Also pays tribute to the role of the Government of the Great Socialist People's Libyan Arab Jamahiriya, under the wise leadership of His Excellency Colonel Muammar Qaddafi, in achieving the Tripoli Agreement of 1976 and in hosting the first exploratory talks in Tripoli from 3 to 4 October, 1992.
7. Expresses satisfaction for the efforts exerted by the Ministerial Committee of Six, under the Chairmanship of His Excellency Mr. Ali Alatas, the Foreign Minister of Indonesia, and the membership of the Libyan Jamahiriya, Kingdom of Saudi Arabia, Republic of Senegal, People's Republic of Bangladesh and the Republic of Somalia as well as the efforts exerted by the OIC Secretary General, to find a political, just, comprehensive, honourable and final solution to the problem of Muslims in Southern Philippines.
8. Expresses satisfaction for the positive contribution of the OIC Observer Team manned by Indonesian officers in maintaining the ceasefire and thereby creating conducive atmosphere for the attainment of the Peace Agreement and their role in the implementation phase of the Agreement.
9. Urges the Member States, the OIC subsidiary organs, specialised and affiliated institutions, including the Islamic Development Bank, to increase their economic, financial, technical and material assistance for the reconstruction and rehabilitation of the Southern Philippines through the Autonomous Region of Muslim Mindanao (ARMM) and/or the Southern Philippines Council for Peace and Development (SPCPD) under the leadership of the MNLF.
10. Decides to maintain the status and the participation of the MNLF in the activities of the Organisation of the Islamic Conference in its capacity as the sole legitimate representative of the Bangsamoro people in Southern Philippines aimed at improving their conditions in accordance with the Peace Agreement.
11. Requests the Ministerial Committee of the Six and the OIC Secretary General to continue extending assistance as appropriate for the full implementation of the Peace Agreement during the transitional period pending the establishment of the regular autonomous region in Southern Philippines.
12. Urges the Government of the Republic of the Philippines and the Moro National Liberation Front to take the necessary steps for the implementation of the peace agreement so as to ensure an auspicious environment for development and stability in Southern Philippines.
13. Urges the Member States to contribute to mobilize a broad international support to both parties of the Peace Agreement aimed at enabling them to achieve peace, development and prosperity in the Southern Philippines.
14. Requests the Secretary General to follow up the full implementation of the "Peace Agreement" and to submit a report thereon to the Twenty-sixth Session of the Islamic Conference of Foreign Ministers.

ON QUESTION OF MUSLIMS IN SOUTHERN PHILIPPINE
The Twenty-sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso, from 15 to 18 Rabi ul Awwal 1420H ( 28 June to 1 July, 1999),
Bearing in mind the previous resolutions of the OIC and the recommendations of the Six-member Committee on the question of Muslims in Southern Philippines;
Recalling the Tripoli Agreement signed on 23 December 1976, under the auspices of the OIC, between the Government of the Philippines and the Moro National Liberation Front which the signatory parties agreed to consider as the basis for a political, permanent, just and comprehensive solution to the question of Southern Philippines within the framework of the national sovereignty and territorial integrity of the Republic of the Philippines;
Also recalling that in accordance with the 2 Memoranda of Understanding by which the Government of the Philippines and the Moro National Liberation Front concluded two rounds of preliminary talks, held in Tripoli, Libyan Arab Jamahiriya on 3-4 October 1992 and in Cipanas, Western Java, Republic of Indonesia on 14-16 April, 1993, the two parties agreed to conduct official peace negotiations for the full implementation in letter and spirit of the 1976 Tripoli Agreement;
Further recalling the results of the four rounds of formal peace talks held in Jakarta between the Government of the Philippines and the Moro National Liberation Front;
Commending the agreement reached by the participants in the Fourth Round of Formal Peace Talks to reaffirm all the points of agreement in the 1994, 1995 and 1996 Interim Agreements and to include them in the Final Agreement provided for in the 1976 Tripoli Agreement,
1. Welcomes the "Peace Agreement" between the Government of the Republic of the Philippines and the Moro National Liberation Front initialed on 30 August 1996 in Jakarta and officially signed on 2 September 1996 in Manila.
2. Appreciates the important steps already taken to fully implement the Agreement and calls on both the GRP and the MNLF to preserve the gains achieved as a result of the signing of the "Peace Agreement".
3. Pays tribute to the leadership of the Moro National Liberation Front under the Chairmanship of Professor Nur Misuari, as the sole legitimate representative of Muslims in Southern Philippines ("Bangsamoro people"), for their courage, political vision and wisdom which paved the way for the ultimate achievement of a political, just, comprehensive, and final solution to the question of Muslims in Southern Philippines.
4. Requests the Government of the Republic of the Philippines and the Moro National Liberation front to agree on the extension of Phase I of the Peace Agreement, and consequently to the postponement of the plebiscite, in order to ensure the full implementation of all measures and policies as stipulate in paragraph 1 and 2 of the Peace Agreement, including the accelerated implementation of development projects and programmes in the special Zone of Peace and Development (SZOPAD).
14. Requests the Government of the Republic of the Philippines to consider postponing the date of elections in the Autonomous Region of Muslim Mindanao (ARMM), so as to conform its implementation with the stipulation contained in paragraph 2, 2a and 2b of the Peace Agreement.
15. Urges the Government of the Philippines to cooperate with other Muslim organizations and conduct negotiations with them in order to ensure conditions conducive to their participation in building the Filipino society.
16. Requests the Ministerial Committee of the Six and the OIC Secretary General to continue extending assistance as appropriate for the full implementation of the Peace Agreement during the transitional period pending the establishment of the regular autonomous region in Southern Philippines.
17. Requests the Secretary General to follow up the full implementation of the "Peace Agreement" and to submit a report thereon to the Twenty-seventh Session of the Islamic Conference of Foreign Ministers.

14. Appeals to the Government of the Republic of the Philippines to reconsider postponing the date of elections in the Autonomous Region of Muslim Mindanao (ARMM) to the Year 2003 in response to the just request of the MNLF and to ensure that the elections are held according to the stipulation contained in paragraph 2, (2a and 2b) of the Peace Agreement, and that the Government of the Republic of the Philippines carries out its international obligations and commitments as stipulated in this Agreement in order to secure the most favourable conditions for development and stability.
15. Urges the Government of the Republic of the Philippines and the Moro Islamic Liberation Front (MILF) to immediately halt its military hostilities and reach a peaceful resolution to the existing problem in Mindanao.
16. Appeals to all Islamic charitable organiaztions in the OIC member states, as well as others, to extend medical and other humanitarian assistance to the displaced people who are the victims of violence in Mindanao and its islands.
17. Requests the Ministerial Committee of Six and the OIC Secretary General to continue extending assistance as appropriate for the full implementation of the Peace Agreement during the transitional period pending the establishment of the regular autonomous region in Southern Philippines.
18. Requests the Secretary General to follow up the implementation of this resolution and to submit a report thereon to the Twenty-eighth Session of the Islamic Conference of Foreign Ministers.

The Twenty-Eighth Session of the Islamic Conference of Foreign Ministers, (Session of Peace and Development – Intifada Al-Aqsa), held in Bamako, Republic of Mali, from 4 to 6 Rabiul Thani 1422 H (25-27 June 2001),
Bearing in mind the resolutions of the OIC and the recommendations of the Ministerial Committee of Seven on the question of Muslims in Southern Philippines;
Recalling the Tripoli Agreement signed on 23 December 1976, under the auspices of the OIC, between the Government of the Philippines and the Moro National Liberation Front (MNLF) which the signatory parties agreed to consider as the basis for a permanent, just and comprehensive political solution to the question of Muslims in Southern Philippines within the framework of the national sovereignty and territorial integrity of the Republic of the Philippines;

Recalling the report of the meeting of the Ministerial Committee of Seven, held on the fringe of the Ninth Islamic Summit Conference, held in Doha, State of Qatar, from 12-13 November, 2000. The meeting was devoted to listen to the report of the fact-finding Commission emanating from the Ministerial Committee of Seven on its mission to the Southern Philippines from 16 to 21 October 2000.
Having considered the report of the Secretary General on the Question of Muslims in Southern Philippines (Document No. ICFM/28-2001/MM/D.2).
1. RENEWS its support to the “ Peace Agreement" between the Government of the Republic of the Philippines and the Moro National Liberation Front (MNLF) initialled on 30 August 1996 in Jakarta and officially signed on 2 September 1996 in Manila.
2. CALLS ON both the Government of the Republic of the Philippines (GRP) and the MNLF to preserve the gains achieved as a result of the signing of the "Peace Agreement".
3. LAUDS the Government of the Republic of the Philippines for receiving the fact-finding commission and facilitating its task of evaluating the current situation in Southern Philippines.
4. COMMENDS the Moro National Liberation Front, the sole legitimate representative of Muslims in Southern Philippines ("Bangsamoro people"), under the leadership of professor Nur Misuari, Chairman of the MNLF, for facilitating the task of the fact-finding commission.
5. PAYS TRIBUTE to the role of the Government of the Great Socialist People's Libyan Arab Jamahiriya, under the wise leadership of H.E. Colonel Moomar Gaddafi, in achieving the Tripoli Agreement of 1976 and in hosting the first preliminary talks in Tripoli from 3 to 4 October, 1992.
6. ALSO PAYS TRIBUTE to the role of the Government of the Republic of Indonesia in facilitating the peace process culminating in the signing of the Final Peace Agreement on 2 September 1996 and expresses satisfaction for the efforts of the Ministerial Committee of Seven in this regard.
7. WELCOMES the accession of Malaysia to the membership of the Committee which will contribute to support the functioning of the Committee of Eight.
8. COMMISSIONS anew the Chairman of the Committee of Eight to continue the necessary contacts with the Government of the Philippines and the MNLF during a period not later than the end of 2001 in order to define a timetable for implementing all the articles of the Peace Agreement of 1996.
9. URGES Member States and subsidiary organs, specialised and affiliated institutions, including the Islamic Development Bank, to increase their economic, financial, technical and material assistance for the development and rehabilitation of the Southern Philippines through the Autonomous Region of Muslim Mindanao (ARMM) and the Southern Philippines Council for Peace and Development (SPCPD) under the auspices of the MNLF.
10. DECIDES to maintain the observer status and the participation of the MNLF in the activities of the Organization of the Islamic Conference in its capacity as the sole legitimate representative of the Bangsamoro people in Southern Philippines in order to improve the conditions of this people in accordance with the provisions of the Peace Agreement.
11. APPEALS to the Government of the Republic of the Philippines not to take any unilateral measures, and in particular not to unilaterally conduct a plebiscite in ARMM in line with the Peace Agreement concluded between the MNLF and the GRP under the auspices of the OIC.
12. URGES the GRP to extend the First Phase of the Peace Agreement and postpone the general plebiscite in order to ensure the complete implementation of all the procedures and policies provided for in paragraphs (1) and (2) of the Peace Agreement, including expediting the execution of development projects and programmes in the area dedicated to peace and development.
13. APPEALS to the GRP to reconsider extending the date for elections in ARMM to the year 2003 in response to the just request of the MNLF and to ensure conducting them in accordance with the provisions of Sections (a and b) of Para. (2) of the Peace Agreement. ALSO APPEALS to the GRP to honour its international obligations and commitments stipulated in this agreement and to guarantee the best conditions for development and stability in Southern Philippines.
14. WELCOMES the efforts of the Great Socialist People’s Libyan Arab Jamahiriya for restoring peace in Southern Philippines, which were crowned by signing the Peace Agreement between the GRP and the MILF in the meeting held in Tripoli on 22.6.2001.
15. REQUESTS the Ministerial Committee of Eight and the Secretary General to continue extending assistance as appropriate for the full implementation of the Peace Agreement during the transitional period pending the establishment of the regular autonomous region in Southern Philippines.
16. APPEALS to all Islamic and other charitable organizations in OIC Member States to extend medical and other humanitarian assistance to the displaced people who are the victims of violence in Mindanao and its islands.
17. URGES the Member States help mobilize international support for both parties of the Peace Agreement to enable them to achieve peace, development and prosperity in Southern Philippines.
