THE FINAL AGREEMENT ON THE IMPLEMENTATION OF THE 1976 TRIPOLI AGREEMENT
The 1996 Final Peace Agreement, also known as the Jakarta Accord, marked a significant step in the peace process between the Philippine government and the Moro National Liberation Front (MNLF). Signed in Manila on September 2, 1996, it formally ended a quarter-century-long armed conflict in MindanaoThe agreement established mechanisms to implement the 1976 Tripoli Agreement and led to the creation of the Autonomous Region in Muslim Mindanao (ARMM). 
 
Key Aspects of the 1996 Peace Agreement:
  • End of Armed Conflict:
    The agreement brought an end to the MNLF's armed struggle for independence and later autonomy. 
     
  • Autonomous Region:
    The agreement led to the establishment of the ARMM, an area of self-governance for the predominantly Muslim population. 
     
  • Socio-Economic Development:
    The agreement included a three-year transitional period with a focus on socio-economic development in the Zone of Peace and Development (ZOPAD). 
     
  • Expansion of ARMM:
    Phase II of the agreement envisioned the potential expansion of the ARMM beyond the existing four provinces, subject to a plebiscite. 
     
  • MNLF Leadership:
    MNLF chairman Nur Misuari was installed as the region's governor, though his rule ended violently in 2001. 
     
  • Indonesia and OIC Mediation:
    Indonesia and the Organization of Islamic Conference (OIC) played a crucial role in brokering the peace agreement according to the Philippine News Agency. 
     
  • Implementation Challenges:
    Despite the agreement, challenges remained in fully implementing its provisions, particularly in areas like land rights and addressing the needs of non-Muslims and Lumads in the region. 
     
  • Continued Conflicts:
    The peace agreement did not prevent the emergence of other groups like the Moro Islamic Liberation Front (MILF), which continued the armed struggle for independence and Islam. 
     
In summary, the 1996 Final Peace Agreement was a landmark achievement in the Philippines' peace process, but it also faced significant challenges and did not completely resolve the conflict in Mindanao. 

 

The Moro National Liberation Front (MNLF) is a political organization founded in 1969 by Nur Misuari to advocate for the autonomy and rights of Muslim-majority regions in the southern Philippines.
